When penetta was appointed to head the civil rights office at g w, your job was to enforce the civil rights laws. As i was enforcing the laws, it became clear that the politics of the southern strategy were impacting and that i was being pressured to a back off of some strong enforcement in some very tough districts in the south. And i had to make a kind of fundamental decision at the time. I often tell the students at the peneta institute that kind of decision you're probably going to have to face, which is a decision between whether you stand with your conscience, a what you think is right, or whether you decide to do something that'll advance your career.
