They were trying to manage it by leaning hard on mobilized personnel from Eldianar, the occupied Lujanskundenjensk Republic. That strategy lasted until they largely ran off people that they could mobilize. In December, you could see an influx of personnel that were being recruited from the Russian prison system by Wagner.
