The Future of Expressways in Japan

Japan's expressways were quasi-privatised, becoming managed by stock companies with the Japanese government holding a controlling number of shares. They were supposed to become free to use by nor later than 2055 - but they're now backtracking on that pledge. The new deadline to end tour collection is the year 21.15. I mean, who the hell is getting away with just doing that? Yeah, I'll do it later, later, later.
