Neither the british government nor the american government wanted lots of jews, refugee jews, to come into the country. They worried that public opinion would think they were being too pro semitic. So for all these reasons, they did, as we now know, almost nothing to save the jews of europe. Right at the end, some greater effort was made, but by then the general effort was crumbling.
