Dogs Who're a Leader Don't Have to Physically Exhibit Bully Behavior
A dog who's a leader doesn't have to physically exhibit behavior in other words you don't have to see a dog come in and say hey i'm in charge. If your older dog was the leader then it wouldn't feel the need to growl at the puppy just as it's walking by the room. The adult dog is definitely not the leader in this case and is really showing bully behavior all right.
