Is There a Sustainable Connection Between the Underground and the Subsea?

There's a really interesting example going on right now in seattle, for example. They've just built a highway tunnel underneath downtown. And they're thinking about building another light rail tunnel under that. But doing it one by one, piecemeal has really kind of made a mess. Absolute at the moment, it is fir for serf policy, in my opinion.
