In the nineteenth century, you had a very brutal form of liberalism. It produced societies that were extremely unequal. That inequality in itself then mobilized people to use opportunities afforded by the democratic features of the system to push back. Unti they create labor unions. They create regulato state that reins in some of those excesses. I think that needs to be powered along by ihad some nasty experiences. But i would agree with you that if all you have is liberalism by self, it may tend towards that goal, but it's not politically sustainable.
