Military service went out of style. Draft was too unpopular. So whatd they had to do? The military starts degrading. All that lege and tatcl experts goes away. They start having to take in massive numbers of unassimilated barbarians to use as mercenaries s they don't have enough citizens to serve. Now they couldn't fight off the migrating tribes of barbariansthey had to depend on them to be mercenaries. And when you trace it back, almost everything after them after the third century a d tha, they had come back an near death experience.
