Kimberly Harris: The impact will be much broader than what happens to the sackets in Idaho on their plot and their desire to build their house right. It also was largely based on one word adjacent. What does adjacent mean? And it seems obvious they were arguing that there's a road between the water and the land and therefore it's not adjacent. Even though the wetlands run under that road.
