The Court's Role in the Voting Rights Act

In 2013 in Shelby County versus Holder, Chief Justice Roberts only invalidated the pre clearance formula of the Voting Rights Act. That's why states like Texas can pass laws that basically say Harris County can't do anything to have local control over its elections because there's no pre clearance regime. If Congress could step in and pass any of those laws that are intended to shore up voting rights, we would have a much different field of play.
