Is it possible to measure that authoritarians are getting better at holding on to power and perpetuating their regime? That's a great question. And I think the answer is I'm going to give like a classic academic answer: Yes and no. There are some cases where learning over time is definitely happening. But if you respond in a competent way, the population will turn against you.
