The same accident can appear obje tively different depending on which logic you take. You can't let the raw events of the accident somehow objectively tell you which logic you have to follow. Finding individual blame validates and reinforces the current organizations and systems, while finding problems with the organizational systems kind of lets the individual off the hook.
