There had been a lot of debate in philosophy dating back hundreds of years. Having good trustworthy institutions that will oversee interactions and punish bad actors increases cooperation, it reduces bias. If you don't have good institutions, you will only cooperate with members of your family or your community because you know they'll cooperate back with you. And so this is what actually, I think, like to our society is the erosion of trust in institutions.
