The Importance of Passenger Surveys in Migration
For many years, the UK's Office for National Statistics relied on a survey to produce its net migration figures. The rise of budget airlines meant that more people were arriving at smaller airports. In 2011, we had a census which revealed half a million more people living in the UK than they'd been expecting. And when they looked closely at it, they realised that they'd been failing to count a lot of people coming into the country because of the way that the survey was done.
