Reparations have historically been paid by the losers of a war. Napoleonic france, after its defeat at waterloo, paid reparations to austria, russia, britain and prussia. Germany was forced to pay reparations after its defeat in world war one and again after world war two. To day, there are calls for retroactive reparations for human rights violations lost opportunity, lost wages.
