Ackerman's Theory of Civil Rights

Bruce Ackerman, a professor of political theory, developed his model in the 80s. He says regular political time is followed by moments when you break rules and change them. In this case, he says, it's FDR or LBJ who broke the rules to get more votes for their policies. The result was that they were able to win office with massive majorities.
