Is There a Conflict of Rights in the Equality Act?
Gender reform bill is not so much about gender as legal definition of sex. If you change the process through which you change your legal sex, that's going to have a significant ramification on how the Equality Act operates. You can exclude both males who identify as women who don't have a GRC and who have a gender recognition certificate from single-sex services. The test for that in both England and Scotland is tougher if it's a male who's changed their sex legally than if it’s a male who hasn't changed their legal sex but identifies as a woman. This is a conflict of rights situation.
