The issue with one challenge you have to overcome when advocating for accessibility is that you don't have metrics. If your web page is not performant enough, you won't know how many people are not accessing it because they will give up. I think this is very similar to there are some similarities with performance of a web page. So yeah, you start feeling and seeing the result of your work even if you didn't have a clear matrix.
