In the 90s, it was seen as a post-war-style vertical integration where you would design the thing and build the thing. These days, America has a ton of chip designers but bar Intel and some folks lower down on the value chain they make single-use stuff for your car windows or whatever. The market is still very concentrated. It's pretty much just South Korea, the US, and China, and Taiwan, and China is really, frankly, a distant fourth that fabricate chips.
