The Council of the Church Meets to Preserve the Scriptures

The councils of the church meet in order to think about how do we preserve for future generations what we have always known are the scriptures. The key thing is that that Council of the church don't confer on the Bible any authority it didn't already have. It's more like a protective thing saying this is what has been originally given and we're not going to add to it.
