I think both will happen right where you will end up with this technology in the hands of everybody, but the delivery mechanism of the technology is going to be controlled by some gatekeepers. The difficulty of actually pulling off the technology means that very few people are actually capable of it. Just like for example, let's say open AI gets hacked and like all the code to build your own GPT four is literally out there and you just have to do it. Well, how many people are going to do it? I mean, probably zero.
