Gutenberg 5.5, 15.1 - Improvements to Navigation

The navigation block got a complete redesign or rethinking of the process of creating menus in the block editor. The sidebar tabs, we talked about the block inspector tabs experiment with the split controls for the tabs. There are some noise additional features in that particular block as well. We'll actually see some more of those as we continue into 5.5, 15.1.
