The Proportionality of Force Used in Criminal Investigations

A requirement that an officer may only use a level of force that they reasonably believe is proportional to the seriousness of the suspected offense or the reasonably perceived level of actual or threatened resistance. If your agency does not have any form of oversight, well, that's an independent auditor hired by the city manager or county supervisors. And if those things aren't happening, what we're seeing is that either Cal DOJ or federal DOJ will come in; progressive leaders are seeking to find subject matter experts to be their auditors for them.
