The Regional Bank Rally Is a Big Surprise

Regional banks collapsed in the spring when Silicon Valley banks Silvergate and Signature all went under. The S&P regional bank ETF is now up 16.5% for the month of July, including a 7.5% gain last week alone. There hasn't been another high-profile bank failure since first republic has put in a receivership.
