Neuro Disability, Criminal Law Doctrine That Is Not Pure Insanity

There is a much higher correlation of people in prisons with acquired brain injuries and other neuro disabilities, compared to the general population. So one must wonder what is causing this dissonance. People whoae have a nerisability are not insane, a in the legal sense of the word. But maybe there should be a defence or something in inthe legal system that recognizes in disability am in a much more explicit way.
