People look for indirect ways of doing that, you know. They look for events in the world that are plausibly taken to be exogenous. Let me give a concrete example. A federal court orders the state of california to release tens of thousands of people from its overcrowded prisons. So now suddenly, people who would have been subject to one punishment regime are subject to a different punishment regime as a consequence by the state of Cali. And then i can do a counting exercise to see if the amount of crime goes up or down ative to the number of people in prisonend. As long as i think it's exogenous, i can treat that as a kind of quasi
