The Drought of the Commons

The farmers started cutting back last month and so far people seem to be sticking to it. It's gotten a lot of people asking, could this work in other parts of California? Is this possibly a solution to the drought? I put this question to Mark Wadi, the pistachio farmer with the dry wells. Would something like that work here if like everybody got together and agreed to use less? "I don't see that," he says.
