Articles of Confederation and Perpetual Union

The articles of confederation and perpetual union vested all sovereignty in the several states, granting to congress only a few specifically enumerated powers. It was the exact opposite of what dickinson intended. Ow i said congress did not have the right to tax, but everyone agreed that the several states would still need to contribute to a general national fund. The debate about the articles previewed the debate over constitution in two important and related ways.
