In general, churches can and do offer authoritative rulings on moral issues. For example, many churches will say that if you are pro-choice, you may not be a member of that church. That's a real authority. Would God punish a Christian who left a church because he wanted to engage in these acts like IVF or gay couples or contraception or abortion? Because the reason was these acts are not condemned in scripture.
