If you soften the definition of starvation mode enough, you might in fact be able to see that it does describe these groups of people who are on very low calories yet still not losing weight. They probably used to be fidgeting a whole bunch and walking to and from the car more often, they just avoid doing that now subconsciously. And also there's a whole other issue of water retention that we could get into, but it probably tends to exacerbate as you get leaner and leaner and more fixated on your weight loss that isn't happening.
