The way we rank someone developmentally can't be based on the sorts of claims they espouse. It has to be based on their style of behavior and their style of processing. I would say all criminality of a predatory variety, robbery, arson, murder, et cetera, assault should be allowed. Things that are inherently truly dangerous I would put in another bin.
