The dual mandate to publish data and to protect confidentiality can be restated in scientific terms. The protection of the 20 20 census gives orders of magnitude better at insuring that inferences thatrequire a particular person's data are much, much harder to make than they were with the two thousand ten data products. So i count that on the plus side in the preserving scientific inference.
