The Fed and the FDIC's Guaranteed Deposit Program

The Dodd-Frank Act forced congressional agreement in order to change the deposit protection limits. The only way that the Fed and the FDIC can make depositors whole is if banks go into resolution. And so I think the big problem right now is that we don't have a proactive strategy creating a guarantee of deposits ahead of resolution because it would require essentially a bipartisan act of Congress.
