There are calls in state legislatures for a specific amendment, say, balance budget. The only thing they can do to get an amendment by the states is c asfor a convention. Only congress can propose amendments directly. There are no rules about how this should be counted. We believe it's highly inlikety the supreme court we get involved and say, you know, you can't do this.
