Why Is the German Ambassador So Dilatory?

Germans say they have a process. Need to go through it. So do we. But i've heard the argument that germany wants to stay out of hot spots around the world, and so they don't want to send arms to u to hot spots. Sometimes germany saw no problem was sending something to the most volatile part of argued willin te released. It's just wrong for our countrys because a constitution clearly allows the president to make this decision in particular state legislatures. I think republicans and democrats alike should think that's a good idea.
