Volume Drives Hypertrophy, Right?

When people say volume drives hypertrophy, what they're actually really saying is it's the volume of reps that have a high degree of tension. So when I quantify volume, I am talking about sets that are performed either very close to failure or to failure because we understand that mechanical tension has some various factors involved in it.
