There's evidence of deliberation and institutional spaces. The most common tool for recording information was a seal. These seals were not restricted to a tiny group of users in the into cities. Broadly speaking, you could say that indis communities were collectively aware of what kinds of resources there were out there for them to manage. But no single group was managing those resources or extracting those resources from other groups.
