Many people that I talked to within the healthcare system really struggle to see healthcare as a, as an industry. So it's difficult for them to see health system as the primary setting for a contemporary labor struggle. The structure of public, intense public regulation, quite a lot of public funding, third party insurance payment, private administration,. all of that, which makes the industry so unintelligible. It's hard to grasp it as a kind of economic unit in the way that is implied when we say the healthcare industry.
