Chin Han is a Chinese business man. Sort of a corporate Titan China who's also acting as a money launderer for this gangsters who work out of Gotham. He never thinks like isn't it weird that I just robbed all the gangsters of Gotham and now Lucius Fox is here to check me out. It is like the definition of a heat check.
