The Command Theory of Law Isn't a Sufficient Account of How Law Is Working
Command theory of law explains some pieces of it, especially of certain aspects of political association. But it doesn't account for the full structure of our legal system and so is not a sufficient philosophical account of how law is working. So that's where he gets us to this example with the penumbra about vehicles being prohibited in a public part. The idea here is that you write a law to pro-scribe or pre-scribed some kind of action.
