Confucius thought that if rulers were ethical, naturally the populace would follow suit. The main underlying point behind all his views on government is that you lead by example. He was trying to cultivate great leaders. If you wanted to lead others well, you first have to learn to lead yourself. It's important to note another glaring progressive element to a highly conservative man: His complete disregard for the class of an individual when deciding whether to accept them as a follower.
