The Problem of Institutions as Implicit Norms

Adam Smith looked at an emergent property of societies that he called the system of propriety. We have a sense of emotional reactions based on our moral sentiments when we see someone act in a certain way. He thought societies evolved towards having better systems of propriety, which meant I approve of things that are good for the public interest.
