Net Warlal is one of the most famous people in modern Indian history. He stole half a million rupees from this guy and then turned him into the police when he threatens to murder him. The fact that they only caught him once suggested he'd gotten savvier after his second arrest, because if we know one thing about Net Warlal at this point in the story, it's that he cannot stop himself from conning people.
