The majority of countries currently are, particularly across the atlantic, they are highly constrained in that they care about only conducting syper operations at a specific appointed time. Have a very narrow strategy, strategic allog as to when and these operations should be conducted. But whilst they are so constrained, you know, they have poured relatively few resources in their sibe command,. creating now a what i call a almost paper tiger's.
