How Much Support Was There for the Confederacy in Liverpool?

The poor law has to be reformed or elasticated, hasn't it? You can't make work schemes on this kind of scale. There just aren't enough stones that need to be broken. Lancashire is a battleground. Both Union and Confederate representatives use it for their own purposes. In Liverpool itself, those most closely connected to the transatlantic cotton trade had a vested interest in the Confederacy succeeding. So I think there is a small minority who are ideologically committed to the Confederacy.
