The Fed Can't Directly Manipulate the Federal Funds Rate

There is only a certain sort of interest rate that the fed can directly manipulate. When it buys or sells bonds, what it's doing is targeting a certain rate in a market by increasing or decreasing the money supply. And that's not something that it can do directly. It has to depend upon lending behavior in things like that. The key rate that they target is called the federal funds ra and that actually is the rate for bank reserves.
