Is There a Weight on Absolute Mobility or Relative Mobility?
I would put a high weight on absolute mobility as the first thing we should care about, because it speaks to the ability of people to rising above. I think most people would agree that income mobility is more important in income inequality and when we do use income inequality it's largely just an stand-in for what they care about. But there could be weird cases where you could have rising relative income mobility, but falling absolute mobility.
