When Nixon and Kissinger with him took office in 1969, the country had already soured on the war in Vietnam. The administration made a pledge to bring the war to what Nixon called an honorable end. They reasoned that a strong position diplomatically would have to start with a strong one militarily. And they knew that the North Vietnamese were using bases in neighbouring Cambodia to store and transport weapons. In 1969, Nixon authorised American bombing of Cambodia, a neutral country in the war. It was kept secret from the Cambodians, Congress and the American public. America's ability to lead internationally has always relied to a certain extent on domestic factors,. on political leadership and on what the public wants.
