Cuban Government Offers Prisoners the Opportunity to Leave Ariel
There was no public official announcement of any sort. The Ministry of Interior went prison by prison asking for which of them wanted to join the boatlift. He had the opportunity to say, ah, the kind of population that is leaving the Scum society. We found a reference that Castro himself was intimately involved in the daily regulating the flow day to day of these prisoners. And perhaps that is the most important part of this story.
