Being humane means treating people in a reasonable and humanistic manner, treating with respect, dignity and justice. Inhumane is the opposite. We do use this word to refer to the cruel treatment of animals. People say zoos are inhumane, but that's because they're for animals. For example, keep at keeping animals in a cage is inhumane, even though they're still animals. And this is just a funny little thing that can make you laugh when you notice it. That's basically what the joke does.
